PURE Project Description
Introduction:
Whistleblowing is a critical mechanism in maintaining ethical standards within organizations, ensuring accountability, and exposing misconduct. However, the perception, practice, and consequences of whistleblowing can vary significantly across different cultures and legal systems. This project aims to conduct a qualitative and comparative study on whistleblowing across the US, Europe, and Turkey. The students will explore how cultural values, legal frameworks, and educational environments influence whistleblowing attitudes and their likelihood of reporting unethical behavior.
Objectives:
- Examine Cultural Influences: Analyze how cultural norms and values shape attitudes toward whistleblowing in different countries.
- Legal and Institutional Frameworks: Investigate the role of legal protections and institutional policies in encouraging or discouraging whistleblowing in various cultural contexts.
- Comparative Analysis: Compare and contrast whistleblowing practices and attitudes across different cultural and legal environments to identify common trends and unique differences.
- Recommendations: Provide recommendations for organizations on how to better equip students with the knowledge and skills to navigate ethical dilemmas and engage in whistleblowing when necessary.
Methodology:
- Literature Review: Conduct a comprehensive review of existing research on whistleblowing, focusing on cultural, and legal perspectives.
- Case Studies: Analyze case studies of whistleblowing incidents in different cultural contexts to identify patterns and factors that influence whistleblowing behavior.
- Data Analysis: Use qualitative and quantitative methods to analyze the collected data and identify correlations between cultural, legal, and educational factors and whistleblowing practices.
- Comparative Framework: Develop a comparative framework to systematically compare whistleblowing practices across different contexts.

About Project Supervisors
Öykü Arkan Tunç is a researcher and faculty member at Sabancı University, specifically within the Sabancı Business School. She is known for her work in business ethics, whistleblowing, and organizational behavior. Öykü Arkan Tunç has been recognized for her contributions to understanding ethical decision-making in the workplace, particularly the role of normative deliberation, which she argues can improve ethical decision-making processes. Her research extends into the study of whistleblowing practices, examining the factors that influence whether individuals choose to report unethical behavior within organizations. Additionally, she has received accolades such as the Marie Sklodowska-Curie Actions Postdoctoral Fellowship, highlighting her impact in the field of ethical and organizational studies.
